The Honorable Jose W. Fernandez The Honorable Jose W. Fernandez serves as the Assistant Secretary of State for Economic, Energy and Business Affairs. He leads the Bureau that is responsible for overseeing work on international trade and investment policy; international finance, development, and debt policy; economic sanctions and combating terrorist financing; international energy security policy; international telecommunications and transportation policies; and support for U.S. businesses and the private sector overseas. Mr. Fernandez came to the State Department after having served as a partner in the New York office of Latham & Watkins, and Global Chair of the firm's Latin America practice. |

Ambassador Ford M. Fraker Ambassador Ford M. Fraker served as U.S. Ambassador to the Kingdom of Saudi Arabia from April 2007 to April 2009, spanning both the George W. Bush and Barack H. Ambassador Joseph LeBaron Ambassador Joseph LeBaron served as U.S. ambassador to the State of Qatar (2008-2011) and to the Islamic Republic of Mauritania (2003-2006). Between his ambassadorial appointments, he was the political advisor to the commander of U.S. Special Operations Command at MacDill Air Force Base in Florida. His earlier assignments in the diplomatic corps included deputy chief of mission in Manama, Bahrain and consul general in Dubai, U.A.E. Ambassador LeBaron is a senior advisor at Patton Boggs with offices in Washington, D.C. and Doha, Qatar focusing on international business with an emphasis on the Middle East, specifically the Arabian Gulf. |

Mr. Michael Markland Mr. Michael Markland is a senior member of Morgan Stanley's Private Wealth Management team based in Dubai, the United Arab Emirates. He has over eighteen years of experience working with families and institutions in the Middle East. Prior to joining Morgan Stanley, Mr. Markland worked with other leading financial institutions, founded an international financial and management consultancy based in Dubai and the US, and ran international and government marketing for a technology firm which he helped list on NASDAQ in 2000. |

| Dr. Abdulkhaleq Abdulla Dr. Abdulkhaleq Abdulla is a professor of political science at Emirates University and the lead author of the 2008 Arab Knowledge Report. He was a member of the Dubai Cultural Council, the general coordinator of the Gulf Development Forum, director of the research center at AlKhaleej newspaper, editor of the Gulf Strategic Report, editor of the Journal of Social Affairs, and a member of the Global Agenda Council on Population Growth in 2008 and 2009. Professor Abdulla is the author of several books, most recently "Narrative of Politics" and "The Gulf Regional System." He has written more than 30 articles; the latest is "Sociopolitical Issues of the Arab Gulf Moment," published by the London School of Economics in 2010. |

| Dr. Michele Dunne Dr. Michele Dunne is Director of the Atlantic Council's Rafik Hariri Center for the Middle East. Dr. Dunne has served in the White House on the National Security Council staff, on the State Department's Policy Planning Staff and in its Bureau of Intelligence and Research, and as a diplomat in Cairo and Jerusalem. Prior to joining the Atlantic Council, she was a senior associate at the Carnegie Endowment for International Peace, where she edited the Arab Reform Bulletin and carried out research on Arab politics and U.S. policies. |
